Home Owners Association (HOA) bylaws establish the framework for how a HOA operates on a daily basis, covering Board elections, meetings, member rights, and other operational specifics.

Our bylaws cover (in detail):
- Board of Directors structure, including the number of board members, their roles, and election processes.
- Meeting Procedures, including how often meetings are held, required notice periods, quorum requirements, and voting procedures.
- Member Rights, including how homeowners can participate in the HOA, their voting rights, rights to access to information, and how they can raise concerns.
- Operational issues, such as how finances are managed, how property is maintained, and how disputes are resolved.
Forest Park Estates Home Owners Association | Deed Restrictions
While bylaws deal with HOA operational matters, Covenants (often referred to as CC&Rs, or Conditions, Covenants, and Restrictions) focus on property-related rules and restrictions, like architectural guidelines, landscaping standards, and property maintenance.
The purpose of these restrictions is to protect you and your fellow Association Members so that your investment in your home will increase in value and to ensure that our community will not decline in value or standards due to poor planning, management, maintenance, or behavior.
All Owners of lots in the Forest Park Estates subdivision are subject to the terms of the Homes Association Declaration of Restrictions on file in the office of the Johnson County Register of Deeds. Every Owner is a Member of the Association and eligible to exercise their rights of membership subject to the payment of annual assessments (dues) levied by the Association in accordance with its bylaws.
Everyone who owns a lot in Forest Park Estates agrees, at the time of purchase, to observe and conform to the Declaration of Restrictions.

As of October 13, 2008 all Plat versions of the Forest Park Estates deed restrictions have been unified (see revised 2008 Declaration of Restrictions document below).
In September 2004, the HOA authorities of both property developers (the original developer "Miller", and the second developer, "Hopkins") were combined, as part of the full handover of HOA responsibilities to a community resident controlled Board of Directors. This is covered in the 2004 "Addendum Agreement" document, below.
The unification of all Plats (1-7) deed restrictions into a single "Plat 7 Declaration of Restrictions", with revisions, is covered in the 2008 unifying "Addendum Agreement" document, below.
In June 2022, the Forest Park Estates deed restrictions were further modified via the 2022 "Addendum Agreement" (see 2022 document, below), the purpose of which was to prevent homes, or any part of homes, from being leased, rented, or licensed for use by non-owners.
IN SHORT, ALL PROPERTIES WITHIN FOREST PARK ESTATES MUST BE OWNER OCCUPIED AS DEED RESTRICTIONS PREVENT ANY HOMES IN FOREST PARK ESTATES BEING USED AS RENTAL PROPERTIES.

You can determine the Plat for your home by referring to the legal description of your property on your property tax bill or title information, or by locating it on the original Plat drawings, which can be viewed here.
The Forest Park Estates HOA bylaws outline in more detail the process for amending the Deed Restrictions: this process involves notice to all Association Members, a vote, a majority / super-majority agreement, and other administrative requirements.
